US to restrict visas for those obstructing child abduction cases, Rubio says

Secretary of State Marco Rubio has announced a new US visa-restriction policy targeting foreign officials and others who intentionally obstruct the resolution of international parental child abduction cases.

The United States will restrict visa issuance to individuals responsible for, or complicit in, impeding the prompt resolution of international parental child abduction cases, Secretary of State Marco Rubio announced on Monday 28 September. The policy can also extend to the individuals’ immediate family members.

Rubio said the measure targets “foreign government officials, judges, judicial administrators, law enforcement officials, and others” who “intentionally obstruct the prompt resolution of these cases”, saying they “prolong family separations and block the return of children to the United States”.

“Protecting American children abducted across international borders and reuniting them with their parents is a top priority for the Trump Administration,” Rubio said, describing the restrictions as “a new accountability tool to press non-compliant countries to meet their obligations.”

The announcement follows the State Department’s annual report on international parental child abduction, which cited South Korea and 13 other countries as showing a “pattern of noncompliance” with the 1980 Hague Abduction Convention requiring the prompt return of a child to their country of habitual residence. South Korea has been cited for a pattern of noncompliance in annual reports from 2022 through last year.

The policy targets conduct that impedes resolution rather than naming any particular country or dispute. Rubio’s statement did not identify any country, official or individual already facing a restriction, nor say whether visas had already been denied under the new policy.
