They will be joined by Hugging Face chief executive Clément Delangue and Canadian AI researcher Yoshua Bengio, who co-chairs the UN’s Independent International Scientific Panel on AI. Chinese AI companies DeepSeek and Moonshot have been invited to make statements, and DeepSeek is expected to participate, though its founder Liang Wenfeng does not plan to attend, Reuters reported citing sources.
The session, convened by France, which holds the council’s rotating presidency for September, will be chaired by French Foreign Minister Jean-Noël Barrot. Reuters reported it comes weeks after several AI industry leaders called for a coordinated slowdown of increasingly powerful systems, warning they could soon improve on their own and slip beyond human control.
Altman had planned to focus on the need for international coordination, shared safety standards and steps to ensure people globally benefit from AI, an OpenAI spokesperson told Reuters. The council first formally discussed AI’s risks in 2023, when China warned the technology should not become a “runaway horse”.
